Do Rappers base the Beat around the Lyrics or the Lyrics around the Beat?

i just wanted to know… rappers are pretty talented in my eyes.. i wanted to know if they write lyrics and make a producer base a beat around the lyrics, or do they get a beat from their producer and then rap around that beat. i know some rappers might do something different to what others might do, what do most rappers use? and which rappers use them eg. Eminem, 50 Cent, Bone Thugs and Harmony, Fabolous etc.
